Belt is new and unused. If your dryer is spinning the clothes drum but no air is coming out of the vent then you probably have a broken blower fan belt. If your dryer stops then starts again then stops you may have a broken blower fan belt. The dryer is not pulling in cool air, it overheats, an electronic protection circuit called a "thermsistor" opens to turn off the dryer and allow the dryer to cool down and prevent fire. Once the dryer is cool the circuit closes and the dryer turns on again.
