No, PoE HAT (H) only supports PI5

2.Will PI 5 have a limited current warning?
The Raspberry Pi board will detect the USB power supply current, if it does not reach the maximum current of 5A, the USB output will be limited, because the
PoE HAT (H) is powered to the board through 40PIN, there will also be a current limit.
You can add the following statement to the /boot/firmware/config.txt file to remove the current restriction:
